Background
The position is based at St. Michael's Hospital in Toronto, Canada but involves significant collaboration with Children's Hospital Boston in Boston, Massachusetts and the Division of Global Migration and Quarantine (DGMQ) at the U.S. Centers for Disease Control and Prevention (CDC) in Atlanta, Georgia.
The Bio.Diaspora project is based at St. Michael's Hospital, a teaching hospital affiliated with the University of Toronto. The mission of the Bio.Diaspora project (www.biodiaspora.com) is to conduct multidisciplinary, applied research to understand global patterns of human travel via commercial airlines, and consequently to predict how infectious diseases are most likely to spread around the world. Children's Hospital Boston is a pioneer in health information research. It launched HealthMap (www.healthmap.org), a novel, freely accessible, automated electronic information system for monitoring, organizing, and visualizing reports of infectious disease outbreaks on the basis of geography, time, and pathogens. CDC DGMQ is responsible for the prevention and control of infectious diseases both domestically and globally among mobile populations. Some activities conducted to accomplish this include overseeing medical examinations of arriving persons, notifying State and local health departments of mobile populations arriving in their jurisdictions, providing travellers with essential health information, and collecting and disseminating worldwide health data.
All three parties are working collaboratively to integrate their respective areas of scientific knowledge, expertise, and technology to develop a web-based system designed to enhance real-time awareness of potential global infectious disease threats and efficiently identify optimal strategies to mitigate risks. The position described herein will serve to augment and support activities to achieve this goal.
Job Description:
Primary responsibilities include the following:
A. Design a geo-database and a corresponding plan to develop the database in consultation with Dr. Khan and project team members
B. Migrate existing spatial databases that are presently stored in various formats into Microsoft SQL 2008
C. Develop the geo-database to be easily scalable in size and content by anticipating future developments
D. Develop scripts to automate and enhance the efficiency, accuracy and abilities of our spatial data holdings
E. Share geo-database expertise with other project team members to facilitate development of the web-application
F. Work on ArcSDE optimization and troubleshooting of connectivity, access and performance issues
G. Undertake technical analyses relating to GIS database capacity planning, development, security, and maintenance
H. Employ best practices within ESRI System Design Strategies and technical documentation
I. Assist with the installation, support and maintenance of ArcGIS Server and ArcSDE and any spatial database relate software
J. Create technical and functional database design documents
K. Produce a manual defining the structure and content of the geo-database
L. Attend periodic meetings with key partners in Boston and Atlanta as required
M. Generate monthly status updates and attend weekly meetings or calls
N. Ensure deliverables of the contract
O. Other duties as assigned
Job Qualifications
Skills and Knowledge Requirements:
• Bachelor’s degree or greater
• At least 3 years of experience and advanced knowledge utilizing products such as ArcGIS Server and ArcSDE
• Core knowledge of Geographic Information Systems software with particular importance placed on ESRI products
• Experience, training and understanding of GIS data structure linkage to relational databases and image formats and characteristics.
• Advanced knowledge of spatial data infrastructure concepts and implementation methods
• Strong experience designing spatial databases in an ArcSDE environment
• Knowledge of geography as applied to the concepts and principles of GIS, map projections, datums, coordinate systems/transformations and cartographic design
• Skill with system development methodology in .NET environment, as well as an extensive knowledge of one or more programming languages such as Visual Basic, C++, C#, F#, Python, JavaScript, and Silverlight would be useful.
• Desired: Programming knowledge with ArcObjects
• Advanced knowledge of Microsoft SQL Server Administration and TSQL scripting
• Advanced knowledge of ArcSDE tuning and maintenance
• Skill in multi-user, geospatial data management utilizing the ArcGIS Server
• Knowledge and experience in client/server computer environments, network operating systems and relational data management concepts
• Ability to analyze, correlate and evaluate geo-spatial data using techniques such as polygon overlay, intersection, buffering and other common GIS tools.
• Advanced understanding of GIS data formats, data conversion and data maintenance concepts
• Advanced knowledge and experience with Python scripting for geoprocessing functions
• Design and implement web mapping applications
• Ability to work collaboratively in a multidisciplinary environment
• Ability to work independently

• Up to $ 95,000 CAD based on previous experience
Performance Measurement:
• Performance measures will be evaluated by Dr. Khan with input from team members and partners at Children’s Hospital Boston and the Division of Global Migration and Quarantine at CDC
Period of Performance:
A 40-hour work week is anticipated. The work schedule is Monday thru Friday, 9am -5pm, but infrequently may include time during an evening or weekend. No overtime is anticipated for this position.
