Job Description
This position reports to the GIS Technologist 2 and is responsible for the collection, data entry, organization, manipulation, analysis, rectification, maintenance and presentation of spatial information and related spatial databases as part of regular operations at Environmental Sustainability. This will include work on the Hartland Landfill GIS integration program, sewer model GIS database, water model GIG database, addressing database, stormwater quality control report maps, and other GIS related projects as required.
•Assembles and imports data from other agencies and integrate into the corporate GIS platform.
•Works closely with the GIS Technologist 2 in populating various data models including Hartland Landfill, Sewer and Addresses.
•Performs ongoing quality assessment/quality assurance (position accuracy, geo-referencing, projection, datum etc.) of data sets.
•Evaluates and consolidates existing GIS coverages and attribute data.
•Creates and maintains new GIS coverages (through digitizing and other forms of data entry).
•Documents metadata and maintains a log of changes to relevant GIS files for archival purposes.
•Conducts spatial queries and analyses using ArcGIS and MS Access.
•Performs other GIS, data organization, data management and related technical work as assigned.
•Designs, layouts, and produces mapping products.
•Follows all policies, procedures and standards of the CRD
•Performs other related duties as required.
Job Qualifications
•University Degree in geography, environmental science, resource management, engineering or a related discipline with an emphasis on and specific course work in GIS OR an advanced technical diploma in GIS and data management or the equivalent.
•Minimum 2 years’ related GIS and data management experience.
•Excellent communication (verbal and written), interpersonal and customer service skills are required.
•Advanced level knowledge and skills with GIS software, especially the ESRI ArcGIS 9.x/10.x platform.
•Knowledge and demonstrated skills with ERSI geodatabase format (personal and SDE).
•Knowledge, demonstrated understanding and application of geographic information system concepts and techniques at an advanced level.
•General understanding of infrastructure (underground sewer utilities in particular), and ability to read and understand engineering drawings
•Demonstrated understanding of the concepts of data quality, accuracy and precision, specifically in relation to spatial data management and manipulation
•Experience with aerial photography, remote sensing interpretation, data transfer and mapping techniques
•Excellent research, analytical and problem solving skills, demonstrating a strong attention to detail
•Proficiency and experience with word processing (MS Word), spreadsheets (MS Excel) and databases (MS Access) software,
•Ability to work for extended periods on repetitive tasks.
•Ability to work independently with minimum direction and as a member of and in support of a team.
•Proficient keyboarding skills
•Must possess a valid BC Driver’s Licence.
