Job Description

Competition #5002KM-CB Under the general direction of the GIS Supervisor, the Forestry Spatial Database Specialist works with the GIS System Administrator to migrate and subsequently administer Nova Scotia’s spatial forest resources databases, editing systems, analysis tools and information delivery systems from an ArcInfo file-based system to an ArcSDE/Oracle geodatabase, with Internet delivery of mapping services using ArcIMS or MapServer. The Specialist will learn current systems, then assist the design of a comprehensive solution that continues to fulfill current needs while making full use of leading edge features to provide more efficient techniques, expanded functionality, and rapid information delivery. The Specialist will assist the implementation of that design using a combination of packaged and custom-programmed solutions, requiring a knowledge of current popular GIS development languages, such as Python, Visual Basic, C#, C++, and SQL. Experience with software and languages associated with website development and administration would be an asset. The Specialist will, from time to time, use knowledge of the spatial forest resources database and related systems to spatially and statistically analyze data to derive results that support critical decision making by provincial, municipal and federal governments; private woodlot owners and forest industry in their efforts to sustainably manage the province's natural resources. Reports, tables and maps are generated to support decisions in integrated resource management planning, wildlife habitat management, silviculture programs and sustainable yield analysis.

Job Qualifications

Requires a university degree, preferably in a resource field, plus 5 years directly related experience or a degree and a combination of training and directly related experience. Diploma in GIS technologies from a recognized educational institution or equivalent GIS training is necessary. Requires work experience with ArcGIS 9.x, ArcInfo Workstation, Python, ArcObjects, SQL, VBA and at least one other COM language. Requires work experience with an enterprise relational database, Oracle preferred. Knowledge of statistical applications and methods of spatial analysis and proficiency in the use of computer applications for statistical analysis would be an asset. Should have a solid ability in analytical problem solving in a natural resources context. Should have a demonstrated ability to develop effective working relationships with staff in a team environment and clients at all levels of government, other government jurisdictions, and public and academic communities. Should have effective organizational and planning skills to schedule and implement initiatives and manage projects within set time frames all under minimal supervision. Must be in possession of a valid driver’s license and be able to travel across the Province.
