Job Description
Primary Duties and Accountabilities include, but are not limited to:
- Assist in establishing and maintaining Geographic Information System (GIS), Asset Management and Service Level functions of the corporation for linear and building/structure assets within municipal responsibility.
- Assist in establishing and maintaining a GIS supporting all Official Plan, Zoning By-laws, Engineering data and other relevant engineering information as required.
- Coordinate updates to GIS features and the Asset Management systems to keep them up-to-date.
- Co-ordinates the development and maintenance of GIS data management and data security for retaining accurate records of engineering projects, sewer lateral locations and other miscellaneous work.
- Ensures that property development records and assessment records reflect changes in the existing planning data system, and ensures that assessment maps, planning database and indexes are up-to-date.
- Research, analyze and utilize industry standardization for data management to ensure quality control, data consistency, and compliance with regulatory standards.
- Assist asset management staff in establishing the current state of infrastructure, and condition rating for the City’s Asset Management program.
- Produce, update and maintain detailed infrastructure asset data using GIS, drawings and database/spreadsheet software for existing and new assets. Produce and maintain maps, plans and other documents.
- Assist municipal divisions in establishing and maintaining GIS data to support divisional functions throughout the Corporation.
- Assist divisions with development of GIS procedures and method;, provide training to improve service levels and effectiveness by utilizing the GIS.
- Provide technical support for development of corporate protocols, policies and procedures for analysis of asset data. Prepare and manipulate data and reports for financial, statistical and inventory purposes related to the corporate asset management plan.
- Coordinates the development and maintenance of GIS data management, and data quality for retaining accurate records of GIS features and Asset Management data.
- Assist engineering staff in obtaining design information required to reconstruct existing or design new municipal infrastructure.
- Assists in the development of GIS procedures, methods and provides training of Technicians to improve the effectiveness of surveying, drafting and design.
- Provide GIS analysis for internal staff as required, including production of presentation materials and administer the provision of GIS products to outside agencies and the public. Liaise with other departments, including the finance and operations divisions and outside agencies for matters related to GIS and Asset Management.
- Provide information in responding to internal and external enquires related to GIS and Asset Management.
- Maintain a working knowledge of the City’s Health & Safety Procedures.
- Perform other related duties as required.
Job Qualifications
Qualifications:
- College Diploma in a relevant field; e.g. Engineering Technician, Science, Geography, Asset Management.
- Graduate Certificate in Geographic Information Systems (GIS).
- Valid ‘G’ Driver’s License.
- Two (2) years in the implementation and maintenance of a GIS and/or Asset Management; preferably in a municipal/engineering environment.
- Evaluate and problem solve situations for solutions and revisions.
- Record keeping skills.
- Knowledge and understanding of current engineering/GIS software; e.g. AutoCAD, ESRI’s suite of GIS software, Civil 3D, Excel, etc.
- Computer literacy in a Microsoft environment including Excel, Word and Outlook.
- Ability to read, write and communicate to perform the duties of the position.
- Ability to meet and interact with people in a pleasant and professional manner.
