Job Description
The BC Oil and Gas Commission (Commission) is the provincial single-window regulatory agency with responsibilities for regulating oil and gas operations in British Columbia, including exploration, development, pipeline transportation and reclamation.
The Commission’s core roles include reviewing and assessing applications for industry activity, consulting with First Nations, ensuring industry complies with provincial legislation and cooperating with partner agencies. The public interest is protected through the objectives of ensuring public safety, protecting the environment, conserving petroleum resources and ensuring equitable participation in production.
JOB OVERVIEW
As a key member of the GIS and Resource Analysis team, the GIS Technical Analyst is responsible for supporting the administration, development, testing, validation of the Commission’s enterprise GIS web-based applications, databases and infrastructure. This position is an expert in the tools offered by Commission GIS, providing advanced technical support to Commission staff using all forms of GIS.
When required, this role will assist in complex operational spatial data analysis, cartographic production and data visualization using the Commission’s spatial data and operational databases.
ACCOUNTABILITIES
- Supports business area subject matter experts by collecting requirements, recommending improvements, and carrying out the design, development, testing, implementation and ongoing enhancements of Commission GIS applications and custom workflows
- Provides advanced technical support and makes recommendations by diagnosing and resolving problems on GIS infrastructure, database, application delivery, implementation standards and systems architecture
- Works within tight deadlines for requests and queries requiring immediate resolution
- Develops or contributes to the development and implementation of quality assurance processes, including identifying inefficiencies and problems associated with existing standards, procedures, policies and makes recommendations for improvements in support of the Commission’s GIS strategy
- Responsible for drafting and maintaining procedures, standards, system recovery documents, infrastructure diagrams, security policies, quality assurance documents, user guides and best practices for Commission GIS enabled applications and infrastructure
- Under the direction of the GIS Technical Lead, supports technical geospatial projects by preparing detailed project management plans, including time and resource estimates and project methodology, as well as specifying deliverables and participating in strategic and operational project planning initiatives
- Investigates and researches emerging technologies and conducts pilots to determine potential implications and benefits, and recommends approaches for developing long term service offerings, including identifying standards, developing procedures to perform functions and documenting their use
- Designs, develops, and implements GIS tools utilizing various programming languages to create custom program code, databases, customized geospatial tools, or applications that are used by commission staff and/or public clients and stakeholders
- Assists in the development and continuous improvement of operational procedures and tools for application migration, code repositories and version control to ensure integrity and conformity with Commission IMT standards and reviews regularly
- Maintains Commission GIS services catalogue by developing, maintaining, publishing and enhancing Commission GIS data services used staff, other agencies and the public
- Supports the GIS program in carrying out troubleshooting, modifications, enhancements and maintenance for geospatial applications, tools and web services used by staff
- Identifies training needs, develops training material, and/or provides training and support to business area staff, clients, contractors, or external users on the use of a variety of custom or out of the box data applications, tools, or GIS technology/software
- Provides account administration for GIS services and databases
- Performs advanced spatial data analysis and advanced interpretation of spatial and non-spatial data as needed, to assist Commission staff in their operational decision making process
- Provide effective supervision and oversight to GIS co-op or auxiliary positions and where required supports contractors for GIS application and infrastructure projects
Job Qualifications
EDUCATION AND EXPERIENCE REQUIREMENTS
Education:
- Bachelor’s degree or technical Diploma in GIS, Computer Science, Information Technology, Geography, Natural Sciences or related discipline and 2 years of related experience; or an equivalent combination of education, training and experience.
- Post-secondary courses specific to GIS, computer science and geospatial enabled application development are preferred.
- ArcGIS or affiliate professional certifications or certificate programs are preferred.
Experience:
- Minimum 1 year of current experience with GIS application development and infrastructure theory, principles and practices, including ESRI APIs and techniques, GeoCortex design and development, programming languages and principles and relational database theory.
- Experience providing GIS technical support and advice to a client group with differing levels of technical knowledge, including support to GIS program upgrades and software troubleshooting.
- Experience in project management and developing standards documents.
- Proven experience with ArcGIS software suite including ArcServer, SDE, Desktop and ArcGIS Online.
- Experience in GIS spatial and data analysis, as well as cartographic application design and development.
- Demonstrated experience providing website and related application development services using web development technologies (HTML, HTML5, CSS, etc.) and relevant scripting languages, development tools and interchange formats (Java, Silverlight, Flash, JSON, etc.) preferred.
- Spatial ETL experience using FME (or equivalent technology), ArcGIS ModelBuilder, or Python scripting preferred.
- Experience working with BC Government spatial data and systems an asset.
