Job Description
JOB OVERVIEW
The GIS and Resource Analysis Lead provides leadership and technical expertise, and acts as the main point of contact for the coordination of location based planning and resource related analytical projects. The position provides timely, accurate and meaningful response and advice to Commission leadership, staff, First Nations groups, stakeholders and the public for all location based planning and resource related inquires. The GIS and Resource Analysis Lead is responsible for project management, report writing, research, documentation and communication. These outputs are used for the development of and improvement to science-based policy, standards and guidelines for natural resource management.
The GIS and Resource Analysis Lead is responsible for leading GIS operational projects to ensure the delivery of professional services supports Commission staff, First Nations and stakeholder needs. This role applies a broad knowledge of GIS and land and resource management concepts to complete spatial and non-spatial data analysis, cartographic production and data visualization using both Commission and external data sources. The GIS and Resource Analysis Lead effectively supervises GIS staff and represents the branch on related committee and working groups within the Commission, other ministries, agencies, and industry and sector associations.
ACCOUNTABILITIES
- Leads operational geospatial and resource analysis services and projects, evaluates effectiveness, provides recommendations, and implements improvements to meet the current and evolving business needs and identify opportunities to improve standards, regulations and/or policies, business processes and customized analytical processes
- Manages the operational geospatial services delivery for the Commission, including allocating resources while ensuring that projects are consistent with Commission priorities, standards, policies and procedures
- Makes recommendations for long-term strategic planning for the design, implementation and evaluation of geospatial and resource analysis strategies, programs and projects
- Supervises and provides direction to technical staff, including assignment and prioritizing of work, ensuring the timely communication of program information, assisting with troubleshooting issues, developing performance plans and approving leave
- Collaborates with GIS staff to make recommendations and provide advice and expertise to Commission clients and staff on spatial data and the range of tools and products to support management decision-making, planning and activities, and resolve their land and resource related issues
- Collaborates with business area subject matter experts to develop and recommend standards for spatial data preparation, analysis and reporting, and define specific inputs and analysis requirements
- Identifies technical and business risks and issues and develops mitigation processes to address them
- Utilizes GIS tools and technologies to prepare graphical, tabular and cartographic products, as well as prepare written documentation of analyses and presents analysis results to leadership, staff, industry representatives and the public
- Represents the branch on committees and working groups requiring detailed understanding of GIS
- Develops and oversees contracts, interacts with contractors to resolve problems, provide technical guidance, monitor contract progress, conduct quality assurance checks and ensure contract deliverables meet specifications
- Acts as a main contact for inquiries and requests from leadership and various business groups relating to location based planning and resource related analysis projects, coordinating information and data from business groups and subject matter experts across the Commission and compiling clear and concise outputs
- Leads, plans and evaluates land base planning and resource analysis issues using spatial and non-spatial data from a variety of sources, researching and reviewing best practice models, methodologies, data sources, business and analytical tools
- Uses GIS expertise to lead strategic initiatives and projects in response to Commission issues, program goals, and in support of strategic energy and other natural resource management issues
- Effectively collects user requirements using interviews, literature reviews, meetings, scenarios, research, business process and workflow analysis to recommend and plan improvements
- Provides expert advice and recommendations to leadership and staff on the use of analysis results, as well as uncertainties and implications based on knowledge of all aspects of Commission operations, specifically available data and business processes
- Provides expert technical advice and briefings to interpret and explain technical concepts to non-technical audiences, including executive and leadership, to assist with decision making and strategic initiatives
- Maintains scientific and technical knowledge, awareness of emerging issues related to resource management, as well as knowledge of relevant natural resource related legislation, standards and practices to provide best practice advice and assist clients in their operational and strategic goals
Job Qualifications
EDUCATION AND EXPERIENCE REQUIREMENTS
Education:
- Bachelor’s degree or technical diploma in GIS, Computer Science, Information Technology, Geography, Natural Sciences or related discipline and 5 years of related experience; or an equivalent combination of education, training and experience.
- Post-secondary courses specific to GIS, computer science and geospatial data management are preferred
- ArcGIS or affiliate professional certifications or certificate programs are preferred
Experience:
- Minimum 3 years of current experience with GIS analysis, modelling and theory, data analysis, programming languages and principles, project management and developing standard, metadata and project documents
- Considerable experience working on complex land and resource management issues, and knowledge of natural resource legislation, regulations and policies
- Considerable experience preparing and presenting scientific information, analyses and recommendations to technical and non-technical audiences
- Proven experience with ESRI ArcGIS software and related GIS software packages (ArcGIS, FME, SDE, Python, Oracle, SQL)
- Demonstrated project management experience including developing project plans, organizing and scheduling activities, management of budget, leading project teams or supervising staff and contractors
- Considerable experience with design, development and management of multi-disciplinary projects using scientific research approaches including analysis, report writing and presentation
- Proven technical expertise in GIS, spatial analysis and cartographic application design and development
- Demonstrated experience leading teams and effectively working with internal and external stakeholders
- Experience working with BC Government spatial data and systems an asset
