The BC Oil and Gas Commission (Commission) is an independent, single-window regulatory agency with responsibilities for regulating oil and gas operations in British Columbia, including exploration, development, pipeline transportation and reclamation.

 

The Commission’s core roles include reviewing and assessing applications for industry activity, consulting with First Nations, ensuring industry complies with provincial legislation and cooperating with partner agencies. The public interest is protected through the objectives of ensuring public safety, protecting the environment, conserving petroleum resources and ensuring equitable participation in production.

 

JOB OVERVIEW

The GIS Spatial Data Administrator leads the development, maintenance and administration of the Commission’s spatial data model, architecture, governance, and spatial data management principles. The role also maintains an expert knowledge of current spatial data management technologies and standards.

 

Reporting to the GIS Manager this position must balance the challenges of applying established data standards and principles with the increasing requirement to deliver GIS data quickly and at reduced cost.  The GIS Spatial Data Administrator provides GIS services for Commission staff and external stakeholders, by applying broad and specialized knowledge of geospatial databases, to oversee the effective and efficient management of Commission spatial data.

 

When required, this role will assist in complex operational spatial data analysis, cartographic production and data visualization using the Commission’s spatial data and operational databases.  The Spatial Data Administrator forms partnerships and liaises with affiliated Commission branches, other ministries, agencies, industry operators and sector associations.

 

ACCOUNTABILITIES

  • Plans and develops Commission enterprise spatial data strategies and architecture and provides expert advice on current spatial data management technologies and standards during information system planning

  • Leads the design and implementation of scheduled, automated and manual procedures, scripts and software tools for Commission spatial data management

  • Develops, implements and maintains spatial data management procedures, standards, metadata, confidentiality policies and best practices for Commission spatial and attribute data to minimize redundancy and maximize sharing of Commission spatial data

  • Oversees the development and maintenance of the Commission spatial data model

  • Develops an in depth understanding of Commission spatial data and acts as the technical data custodian for all Commission spatial datasets, evaluating and communicating with end users to understand commission data and their data needs and expectations

  • Functions as Project Manager to ensure overall design of spatial data architecture supports ongoing integration with all Commission business processes and systems including planning and implementing enhancement projects, managing project resources, monitoring progress, resolving technical and logistical problems and recommending changes to project plans

  • Plans, develops and prioritizes Commission enterprise geospatial data reconciliation projects and oversees all spatial data reconciliation project tasks performed by GIS staff, students, contractors and external vendors

  • Leads projects related to data consolidation, rationalization and integration by outlining project plans,  and works closely with GIS Manger to ensure appropriate resources are in place to support projects

  • Identifies and reports on trends and patterns found within the data and makes recommendations for business and process improvement based on those findings

  • Performs advanced spatial data analysis and advanced interpretation of spatial and non-spatial data to assist Commission staff in their operational decision making process.

  • Provides complex analytical data and descriptive statistics to Commission staff, industry and other government agencies

  • Locates/integrates data from a wide variety of sources, both internal and external, to assist in complex analysis.

  • Provide effective supervision and oversight to GIS co-op or casual positions and where required coordinates contracts for GIS spatial data projects.

  • Develops contracts, interacts with contractors to resolve problems, provide technical guidance, monitor contract progress, conduct quality assurance checks and ensure contract deliverables meet specifications.

Job Qualifications

Education:

  • Bachelor’s degree preferably in GIS, Computer Science, Information Technology, Geography, Natural Sciences or related discipline and 3 years of related experience, or technical Diploma in GIS or computer science and 3 years of related experience; or an equivalent combination of education, training and experience

  • Post-secondary courses specific to GIS, computer science and geospatial data management are preferred

  • ArcGIS or affiliate professional certifications or certificate programs are preferred

Experience:

  • Minimum three years of experience as an GIS professional, including extensive experience working with spatial data, databases (data modelling, relational databases) and tools for querying, integrating, analyzing, interpreting, reporting and disseminating spatial data

  • Minimum three years of current experience in data management theory, principles and practices; data conversion processes; data analysis; information engineering principles; relational database theory

  • Experience with ArcGIS software suite including SDE, and Desktop required

  • Spatial ETL experience using FME (or equivalent technology), ArcGIS ModelBuilder, or Python scripting preferred

  • Extensive experience with Oracle and SQL

  • Experience data modelling, process modelling, relational databases, system design, development, implementation and support

  • Proven experience with project management, systems development lifecycle and developing standards documents

  • Proven competency in data reconciliation to improve accuracy and support ongoing business operations

  • Experience working with BC Government spatial data and systems

  • Proven technical expertise in GIS, spatial analysis and cartographic design

  • Experience with procurement and contracting processes
