Department Information

At the Department of Lands, we strive to be leaders and innovators in Northern land and resource management. We provide land management decisions and recommendations on the acquisition, lease, sale, or other dispositions of public lands while respecting the principles of land use sustainability, and ecological, social, cultural, and economic values.

The Department of Lands advances the territorial vision of land and resource management in the NWT through the legislative, regulatory and policy system and through the delivery of a robust and effective enforcement and compliance program. The Department’s reach is broad because the use of land impacts the operations and mandates of other departments, and private sector development. It engages in large-scale planning, and conducts broad legislative and policy reviews to inform government-wide strategic advice about land and resource management. Together these functions enhance the planning, management, and administration of land in a sustainable way.

The Department works closely with NWT resource management boards because it coordinates inter- and intra- department and government processes including environmental assessments (EAs), reclamation securities, GNWT input on federal legislative amendments and regulatory activities affecting land and water management, environmental assessment policy reviews and land use planning.

The Department’s Informatics division also leads the planning, development and implementation of information and technology related services, including geomatics services for all departments within the GNWT.

Job Information

The Enterprise GIS Administrator is based in Yellowknife and reports to the Enterprise Geospatial System Team Lead within the Geomatics unit. Geomatics is part of the Informatics Shared Services Centre (ISSC) hosted within the Department of Lands.

The ISSC is comprised of four units. The NWT Centre for Geomatics provides geomatics, remote sensing and geographic information systems services throughout the GNWT. The Information Services unit supports client departments in all areas of recorded information management including the development of department-wide policies and standards, and facilitating the records storage, retrieval and disposition processes. The Information Systems and Technology unit provides help-desk support for ready-made and custom developed information systems, and provides application support such as system maintenance, upgrades and disaster recovery planning so clients can rely on their technical solutions to deliver high quality programs and services. The Projects and Planning unit leads efforts related to information systems projects and the introduction of new web tools and technology for client departments. This unit oversees project planning and prioritization functions for systems and web initiatives. 

The Enterprise Geographic Information Systems (GIS) Administrator is responsible for performing systems management, development and operational activities under the coordination and direction of the Enterprise Geospatial Systems Team Lead.

The Administrator will  perform tasks in support of upgrade and enhancement planning, routine maintenance, user support, and day to day administration for the GNWT Enterprise geospatial systems, which includes web-mapping Application Program Interface (API), ArcGIS servers, databases (SQL and Oracle), and Geo Portals.

The Administrator will contribute to the implementation, and maintenance of spatial databases, as well as, the implementation of procedures and standards that enable spatial data to be stored and updated efficiently.

Knowledge, Skills and Abilities:

  • Advanced understanding of operating and administering online geospatial portals and web mapping services and related elements.
  • Advanced  understanding  of  GIS  and  Geomatics  server  side  tools  to enable  online services (preferably ESRI ArcServer suite of software solutions).
  • Advanced knowledge of  the  development  of  web  based  GIS applications;  such as Geocortex Essentials.
  • Ability to integrate new applications into the operating environment.
  • Understanding of standard software packages such as Microsoft Office and Visio.
  • Advanced knowledge of enterprise databases and tools.
  • Knowledge in Enterprise system hardware and networking
  • Knowledge of complex multi-server systems and being able to troubleshoot in that environment;
  • Understanding of Spatial Data and Information Management practices, including metadata management and industry standards.
  • Working knowledge of relational database management systems (Microsoft or Oracle).
  • Understanding of Internet technologies and development tools. 
  • Understanding of client-server environment.  
  • Working knowledge of development, test, and production environments.
  • Ability to administer the organization's data warehouse to ensure integrity and effectiveness of use.
  • Ability to write python scripts and automate tasks. 
  • Ability to define and execute system testing procedures/methodologies.
  • Ability to support clients in the daily use of geomatics systems and technology.

Job Qualifications

Typically, the above qualifications would be attained by:

A university  degree in computer science, remote sensing, or Geographic Information Systems (GIS) with an emphasis on GIS and web based development and two years of directly related experience; or a university degree with a post-secondary diploma in GIS or spatial infrastructure management with an emphasis on web based development and 2 years of directly related experience.

Equivalencies

Equivalent combinations of education and experience will be considered.

Salary Information

The salary range for this position is from $44.75 per hour to $53.44 per hour (approximately $87,263 - $104,208.) plus an annual Northern Allowance of $3,450.
