Department Information 

The Minister and the Department of Finance have the mandate for obtaining, managing and controlling the financial resources required to implement the Government of the Northwest Territories' policies and programs.  This mandate includes negotiating major financial arrangements with the federal government, providing analysis and advice to the Financial Management Board, and ensuring that financial and information resources are managed effectively, efficiently and economically.

 

Job Information 

Under the general direction of an Internal Audit Manager or Director, the incumbent provides supervision/direction to audit project team composed of up to four auditors.  The incumbent is responsible for approximately ten to twelve projects a year and works on four to seven projects concurrently at any one time.  This work is normally performed in client departments located in either Yellowknife or other NWT communities.

 

The Internal Auditor V brings independent professional expertise in carrying out a full range of scheduled and unscheduled audits that covers all events and activities where GNWT resources are used. The Internal Auditor V will audit a specific program or GNWT wide business process of multiple departments covering Administration, Finance, Human Resources, Procurement or Technology. During the audit, the incumbent will provide advice to Departmental Senior Management on internal control, risk management, and governance framework issues related to audit coverage. The Internal Auditor V has latitude over the audit scope, objectives and full freedom over the audit process.

Job Qualifications

The incumbent should possess the following knowledge, skills and abilities:

 

  • Expert in using computers for data analysis, developing models and audit applications
  • Proficient in internal auditing techniques pertaining to risk management, control systems, project control, and in the application of internal auditing standards
  • Skilful in conducting analysis of organizational processes, systems, risks, controls, strategies, networks and culture
  • A team leader who is able to motivate and develop others
  • Develops teams by delegating well within teams fairly and builds relationships in team
  • Manages and continually improves internal auditing work processes

 

Typically, the knowledge, skills and abilities would be attained through a combination of education, experience or both, such as:

 

  • A four year business degree from an accredited university, and
  • Certified Internal Auditor (CIA) designation, and
  • Either a professional accounting designation (e.g. CGA, CMA, CA, CPA), or a master’s program (MBA, MPA), and
  • Over five years of current internal audit experience primarily in operational and information technology audits and one year of supervisory experience

 

Equivalencies 

Equivalent combinations of education and experience will be considered.

Other Information

Salary Information 

The salary range for this position is from $53.65 per hour to $64.05 per hour (approximately $104,618.00- $124,898.00) plus an annual Northern Allowance of $3,450.00.
