Reporting to the Manager of SharePoint and GIS in Information Services (IS), and in consultation with the GIS Application Specialist, this individual is required to work in achieving the business strategic initiatives through the use of Information Technology. Specifically, this individual will focus on support and maintenance (i.e. troubleshooting and break fix) of existing GIS applications as well as development of new solutions to resolve complex business problems that utilize GIS information technology resources. This individual will be responsible for support of GIS solutions which might require occasional after hour duties.

 

 

Responsibilities

  • Work closely with the GIS Application Specialist to make recommendations for effective applications of GIS to relevant processes.
  • Drive the use of geo-spatial tools to support the business activities of AltaLink, including geo-spatial data design, storage, maintenance, reports, map production and geomatics services through the implementation of a GIS business roadmap.
  • Work closely with the business to define the requirements on key GIS projects, including detailed functional requirements, technical specifications, system specifications, development and user testing plans for GIS applications.
  • Ensure system analysis and modeling techniques are applied to design effective GIS solutions to meet business requirements.
  • Develop business specifications and apply procedures to all GIS related applications.
  • Maintain existing application source code, scripts and routines for data manipulation, update and reporting, and provide additional enhancements as required.
  • Provide input in the effective use of current and emerging GIS technologies and their integration with changing business requirements.
  • Collaborate with other IT stakeholders including .NET development, DBA, Service Desk, IT Infrastructure, and Network Communication teams.

Job Qualifications

Qualifications

  • Degree in GIS or related discipline i.e. Geomatics Engineering, Computer Science, Civil Engineering, Land Surveying or equivalent experience.
  • Minimum of 3 to 5 years experience working with FME Workbench and ESRI GIS product suite and associated extensions at the enterprise level. (i.e. ArcGIS Desktop, ArcGIS Server Administration and Management)
  • Within the above noted 3 to 5 years, we require minimum of 3 years of programming experience including ArcObjects, C#, VB.net, ASP.net, and Microsoft .NET framework 4.5; ArcGIS Silverlight and JavaScript APIs design, development, and troubleshooting using MVVM Pattern and WCF RIA services, Geo processing using Python Scripting, (1) year experience with FME workbench, General development experience with SQL Stored Procedures, Team Foundation Server 2013, subversion.
  • Experience should also include minimum of 2 years Basic experience designing, creating and the maintenance of ESRI geo-databases using MS SQL Server 2008 R2, 2012, as well as SQL replication process.
  • Knowledgeable in GIS software development methodologies and tools, including ability to effectively use development lifecycle.
  • Basic experience in utilizing operational tools (e.g. application monitoring, incident management, change management) and managing GIS Infrastructure within an enterprise environment.
  • High attention to detail while producing quality work in a timely manner (i.e. QA/QC process).
  • Excellent analytical and problem solving skills.
  • Strong documentation and time management skills.
  • Strong interpersonal and verbal/written communications skills.
  • Experience working in a team-oriented, collaborative environment.
  • Proven track record of good attendance and performance.
