Background:

This position is located in Toronto, Canada with BioDiaspora and the U.S. Centers for Disease Control and Prevention (CDC) Division of Global Migration and Quarantine (DGMQ).

 

BioDiaspora is based at St. Michaels Hospital, a teaching hospital affiliated with the University of Toronto. The project’s mission is to create innovative scientific and software solutions to help prepare for and respond to international infectious disease outbreaks and future pandemics. The BioDiaspora system was developed among multiple scientific disciplines including medicine, public health, geographic sciences and mathematical modeling.

 

CDC DGMQ is responsible for the prevention and control of infectious diseases in the United States and among globally mobile populations. Activities to accomplish this include overseeing the medical examinations of newly arriving persons, notifying State and local health departments of mobile populations arriving in their jurisdictions, providing travelers with essential health information, and collecting and disseminating worldwide health data.

 

BioDiaspora and CDC DGMQ have a strong interest in effectively communicating important public health information. Combining various types of data sources, expertise and capabilities can give a better representation of infectious disease risks, population-specific characteristics, and dynamic change. This collaboration is focused on delivering Internet solutions that can rapidly analyze, visualize, and report on complex spatial and temporal data.

 

The individual filling this position will lead the development and maintenance of Internet-based solutions that meet the objectives of the project.  End users will include travelers, health-care providers, public health officials, and other interested parties.  The incumbent will be responsible for the successful deployment of applications to their design specification.   As a key member of the development team, it will be essential to participate in all stages of the development cycle and to work collaboratively with team members, including other programmers.

 

 

Job Description:

Primary responsibilities include the following:

  1. Design and implement, from back end to user interface, GIS web applications using Microsoft Silverlight and ESRI ArcGIS Server
  2. Design and implement databases for data analysis, data processing, and web publishing
  3. Work collaboratively and share web application development expertise with other project team members
  4. Work with Geo-Database Administrator for spatial data processing and publishing
  5. Undertake technical analyses related to web application development including planning, development, security, and maintenance
  6. Employ best practices in application development and technical documentation
  7. Create technical and functional application design documents, including a manual defining the structure and content of the application and related databases
  8. Attend periodic meetings with key partners in Atlanta as required
  9. Generate monthly status updates and attend weekly meetings or calls
  10. Ensure deliverables of the contract
  11. Other duties as assigned

Job Qualifications

Skills and Knowledge Requirements:

Mandatory

  • 5+ years of experience in enterprise web GIS application development using ESRI solutions, especially ArcGIS enterprise
  • 5+ years of experience in web application development using Microsoft .Net, Silverlight or WPF, with focus in VB.Net programming environment.
  • 5+ years of experience in designing, implementing, and managing enterprise relational databases using any of the major RDBMS: SQL Server, DB2, Oracle, MySQL, etc. with preference given to SQL Server
  • Thorough understanding and experience using Expression Studio developing and enhancing UI

General

  • Bachelor or Master’s degree in Computer Science, Computer Engineering, or related fields
  • Experience developing in a collaborative environment, preferably using Team Foundation Server (TFS)
  • Proven experience in developing, enhancing, consuming and maintaining enterprise web services with security measures.
  • Advanced knowledge of spatial data infrastructure concepts and implementation methods within an ESRI ArcSDE database environment.
  • Well-developed QA and testing skills in .Net environment
  • Proven experience in software development life cycle and methodologies.
  • Proven history of mentoring and supporting other team members in a small development environment (3 to 6 people)
  • Ability to work collaboratively with other developers and in a multidisciplinary environment
  • Ability to work independently
  • Detail oriented and able to prioritize tasks
  • Demonstrated organizational skills
  • Excellent communication skills
  • Must conduct all duties in a professional manner
  • Must uphold data security or privacy agreements
  • Must be able to live and work in Canada

 

Asset

  • Experience in developing HTML5 web applications, and strong understanding of underlying technology such as HTML and CSS3 along with web trends.
  • Experience working with Latitude Geographics GeoCortex products

 

Other Information

Performance Measurement:

  • Performance measures will be evaluated by the director of BioDiaspora with input from the Division of Global Migration and Quarantine at CDC

 

Period of Performance:

A 40-hour work week is anticipated.  The work schedule is Monday thru Friday, 9am -5pm, but infrequently may include time during an evening or weekend.  No overtime is anticipated for this position.
